Scottish Government consultation on reform of post-16 learning

The Scottish Government is currently consulting on its proposals to reform the post-16 education sector. The aims of the reforms are to develop a more integrated post-16 education sector (which includes colleges, universities, training programmes, careers advice, and community learning and development), while at the same time improving learning outcomes. The proposals place particular emphasis on young learners, and those furthest away from employment. The consultation puts forward a number of key proposals, including:

• a commitment to guarantee a place in post-16 learning for all 16-19 year olds
• support for local authorities to improve transitions planning for young people leaving school
• developing a community learning and development strategy to support learners’ employability and progression to further learning, training and work
• a new legislative duty on widening access to higher education
• a proposal for the regionalisation of colleges in Scotland
• a new minimum income guarantee of at least £7,000 for the lowest income students in higher education.
